About This Toolkit
Thank you for supporting the Packaging and Claims Knowledge (PACK) Act (H.R. 6832).
Following the July 22 congressional hearing, coalition partners have an important opportunity to build support for the legislation by engaging members of Congress, congressional staff, employees, customers, business partners, and other stakeholders.
The strength of this campaign comes from the diversity of voices behind it. Every organization brings a different perspective, but together we can reinforce a clear message: consumers deserve packaging claims that are accurate, understandable, and trustworthy, and businesses should not have to navigate conflicting requirements for the same nationally distributed product.
This toolkit provides four ways to participate:
- Contact your representative as a constituent.
- Share your organization’s support with Congress.
- Promote your support through social media.
- Invite policymakers to visit your facility.
Select the opportunities that work best for you and adapt the materials to reflect your organization’s voice and experience.
Campaign Objectives

Option 1: Show Your Personal Support to Your Legislator
AMERIPEN’s grassroots advocacy tool makes it easy to contact your representative. No original writing is required.
Simply enter your home address, and a standard email will automatically be sent to your legislator asking them to support the PACK Act.
The process takes only a few minutes, but constituent messages can make an important difference.
Option 2: Share Your Organization’s Support With Congress
Letters from employers and organizations help lawmakers understand how packaging policy affects operations, customers, employees, and communities.
AMERIPEN has prepared a customizable Word template that your organization can place on its letterhead and adapt with its own experience and perspective.
Use this template to contact your organization’s members of Congress.
After sending your letter, please email a copy to Danielle Waterfield at daniellew@ameripen.org. Sharing your letter will help AMERIPEN track coalition engagement and reinforce the breadth of support for the PACK Act.
Core Campaign Messages
- Consumers need recyclable, compostable, and reusable packaging claims that are accurate, understandable, and trustworthy.
- The PACK Act would establish a federal framework for these claims so consumers and businesses do not face conflicting requirements depending on where a product is sold.
- Companies would not be required to make these claims. The legislation would apply only when a company chooses to make one.
- A federal framework would support clearer consumer information while reducing the need for businesses to redesign packaging, repeat regulatory reviews, or manage multiple versions of the same nationally distributed product.
Messaging Guidelines
Make It Your Own
Consider adding:
- Why accurate packaging claims matter to your customers.
- How many states your products are distributed in.
- The departments, suppliers, or customers affected by a packaging change.
- The facilities, employees, or investments located in the lawmaker’s district or state.
- Why a federal framework would help your organization communicate more effectively.
Authentic constituent and business perspectives help lawmakers understand what the legislation means in practice.
Option 3: Promote Your Support on Social Media
Help show your support by posting on social media. We encourage you to:
- Use one of the sample messages below.
- Adapt the language to reflect your organization’s perspective.
- Download an AMERIPEN-branded graphic.

- Link to the PACK Act webpage.
- Use #PACKAct and #PackagingPolicy where appropriate.

Option 4: Invite Policymakers to Your Facility
Facility tours give members of Congress and their staff an opportunity to see how packaging decisions affect real-world operations, employees, investments, and communities.
