About This Toolkit
Thank you for supporting the Packaging and Claims Knowledge (PACK) Act (H.R. 6832).
As Congress considers the Packaging and Claims Knowledge (PACK) Act (H.R. 6832), coalition partners have an important opportunity to help build support for the legislation by engaging Members of Congress, congressional staff, customers, employees, business partners, and other key stakeholders.
The strength of this campaign is the diversity of voices behind it. While every organization has its own perspective, together we can reinforce a consistent message about the value of providing consumers with clear, accurate, and consistent information.
This toolkit provides three options to engage, offering proposed messaging, sample communications, and many campaign resources that can be adapted to fit your organization's voice. Simply select which options work best for you and your organization.

Option 2: Show Your Organization's Support to Legislators
We encourage coalition partners to contact legislators and explain why your organization supports the PACK Act and why their legislators should support it, too. Use this template Downloadable Word Doc or draft your own. If you chose to draft your own, here are a few things to keep in mind:
Core Campaign Messages
- The PACK Act would establish one national framework for “recyclable,” “compostable,” and “reusable” claims on packaging.
- Consumers deserve clear, accurate, and consistent information about whether packaging is recyclable, compostable, and reusable.
- National consistency on packaging labels protects consumers from deceptive claims while reducing complexity for businesses operating across state lines
- Clear, independently verified packaging claims support informed consumer decisions.
Messaging Guidelines
Make It Your Own
Consider incorporating one or more of the following:
- Why does this legislation matter to your organization?
- How would consistent national standards benefit your customers?
- What challenges does a patchwork of state labeling requirements create?
- Why is consumer clarity important to your organization?
Authentic perspectives from across the packaging value chain will help demonstrate to legislators why this bill is important to their constituents.
