Policy Director and General Counsel

Danielle F. Waterfield serves as Policy Director and General Counsel for AMERIPEN, where she leads the association’s state and federal policy strategies to advance sustainable packaging solutions. With more than two decades of experience in legislative and regulatory affairs, Danielle has built a distinguished career guiding organizations through complex policy landscapes, particularly in the areas of packaging, recycling, and materials recovery. Her legal expertise and strategic policy leadership allow her to craft solutions that balance environmental goals with industry innovation and operational realities.
Most recently, Danielle contributed her expertise within the U.S. Department of Commerce, where she advanced initiatives supporting domestic manufacturing and critical supply chains, including efforts connected to sustainability and materials management. Her work at Commerce deepened her experience in intergovernmental affairs and strengthened her ability to navigate the intersection of industry, trade, and federal policy—insights that now inform AMERIPEN’s engagement on packaging and recycling issues at the national and global levels.
Prior to her federal service, Danielle served as Chief Policy Officer and Asst. General Counsel for the Recycled Materials Association (formerly the Institute of Scrap Recycling Industries), where she directed legislative, regulatory, and legal initiatives that shaped national recycling policy. In this role, she successfully helped advance state legislation on recycling market development, product stewardship, and other matters. She also represented the recycling industry before federal agencies, including the U.S. Environmental Protection Agency and U.S. Department of Justice, ensuring that recycling’s role in a circular economy was effectively communicated and protected.
Danielle’s leadership extends beyond advocacy to fostering collaboration across industries and government. She has worked closely with policymakers, environmental organizations, and corporate stakeholders to promote recycling infrastructure investments, extended producer responsibility (EPR) frameworks, and packaging sustainability standards. A licensed attorney, she earned her Juris Doctor from George Mason University School of Law and her Bachelor of Arts in Political Science from George Washington University. She frequently speaks at national conferences on recycling and packaging policy, and her contributions have been recognized as shaping both the strategic direction of the recycling industry and the advancement of sustainable packaging in the United States.
